Hamas, officially the Islamic Resistance Movement, is a Sunni Islamist political and military organization governing the Gaza Strip of the Palestinian territories. It was founded in 1987 and is dedicated to the establishment of an independent Islamic state in historical Palestine. It opposed the secular approach of the Palestinian Liberation Organization (PLO) to the Israeli-Palestinian conflict, rejected attempts to cede any part of Palestine, and embraced the use of violence, including acts of terrorism, as a means to achieve its goals. A few pen scratches on diplomatic parchment by Secretary of State Byrnes made the San Francisco Charter ‘a part of the law of nations.’” So it’s presumed that the time given is from the reporter.
An update from Pallas K. Augustine states: “A New York Times archived article reads, ‘[At] Washington, DC... James F. Byrnes, Secretary of State, then signed the protocol at 4:50 o’clock, Eastern standard time, formally attesting that the Charter of the United Nations has come into force.’”
